David Scott
David R. Scott joined the Plexus team in late 2007 and is a Senior Consultant in Plexus’ Boston office. He is a prominent industry leader in electric metering, automatic meter reading (AMR), and advanced metering infrastructure (AMI). Since 1978 he has concentrated on metering, meter testing, meter data collection, AMR, and AMI technologies and strategies.
Mr. Scott recently brought his 34 years of utility industry, metering, AMR, and AMI expertise to Plexus Research. As a member of the Plexus team, he is specifying metering and meter automation requirements and conducting market research for clients.
Between 1973 and 2007, Mr. Scott held engineering, principal, and management positions at Northeast Utilities (NU) in the distribution, substation, and metering disciplines. He offers more than 29 years of metering experience in utility engineering, maintenance, meter reading, meter testing, data collection, project management, and gas metering systems.
On many occasions over many years, leading meter suppliers have involved Mr. Scott in the early design, testing, and use of leading types of solid-state meters and metering systems. Scott worked closely with selected meter manufactures to inspire and steer several features and choices that today are readily available in all or most electronic meters.
Mr. Scott spearheaded urgent analytical and lab testing programs to address significant premature failure issues with solid-state meters. He worked with selected meter suppliers to address microprocessor, thermal, and materials issues. This analysis and coordination led to significant design improvements that benefited the entire industry, and recommended practices in meter procurements.
Relevant Project Experience
Northeast Utilities
Project Manager. Mr. Scott managed one of the largest installations of AMR technology in North America with over 1.6 million electric and gas meters in Connecticut Light & Power and Western Massachusetts Electric Company, both NU subsidiaries. In support of sponsoring NU’s deployment strategy, he created the now commonly used industry phrases “Surgical AMR” and “Surgical AMI”. The NU deployment also included several thousand AMI metering points, remote service switch adapters, and customer link features.
Northeast Utilities
Expert Witness. Mr. Scott served as NU’s expert witness in matters about AMR, restructuring, remote service switch, automation application strategy, and metering accuracy. He prepared and presented testimony and recommendations before state regulatory commissions in Connecticut, Massachusetts, and New Hampshire. His testimony helped inform the Connecticut Department of Utility Control decision to use AMI to support customers’ ability to manage costs, and overall for NU to shift load from peak to off-peak periods.

Mr. Scott received his Masters of Business Administration (MBA) and Bachelor of Science in Electric Engineering (BSEE) from Western New England College.
